The Core 4 (and Rose, ‘cause I love Rose) end up on the other side of the law. All the rest of the teen superheroes are still heroes.
Their mentors stick them together mostly to try to learn each others’ weaknesses, but they prove to be very useful. Sort of joint minions that all the mentors can call upon.
Fury/Cassie Sandsmark is their leader. After her mother was collateral damage during a battle involving Wonder Woman, Cassie turned on her hero. She ended up with Circe, probably the best mentor of the group, and is the only member who actually has an issue with the heroes. She has her Ares lasso, her innate abilities, and some magical skills.
Superboy/Leo Luthor is, surprisingly, their most level-headed member. He serves as a bodyguard to Lex. He knows he’s just an expendable clone, that his ‘father’ would sacrifice him in a minute if it was to his advantage, and this team is all he really has. He doesn’t leave Lex because he can’t imagine anyone else would treat a clone any better. He’s really good friends with Hound, and… sort of dating Cassie. She’s a bit… driven.
Kid Zoom/Bart Allen-Thawne is being raised by his grandfather, Prof. Zoom. Doesn’t really get that he’s a villain. Great thief. Hound insists that even though Eobard is reasonably nice, if somewhat neglectful, the man will one day kill Bart without a moments regret. The others are somewhat protective.
Hound/(Tim Drake – sorry for borrowing your name, Lectorel. It’s a placeholder until I think of something I like.) traded himself to Ra’s al Ghul in return for Jason being raised back to life and returned to Bruce. Ra’s is possessive and violent, Hound has even less of a sense of self-worth than Leo. He also has a very weird relationship with the Bats. Part of his agreement with Ra’s is that he doesn’t have to fight them. They’re naturally curious about this kid and want to get him out of the mess he’s gotten himself into. And Jason is getting more and more confused about how Tim reacts to him. But Jason becomes a target the minute Hound leaves, so he’s been very politely declining their invitations. Including the ones involving tranquilizers and bat-rope.
Ravager/Rose Wilson-Worth starts the story off with her uncle Ravager/Wade DeFarge. He’s your normal slimy abusive jerk. After she comes in with bruises one too many times, Hound alerts Slade Wilson of her existence and what’s going on. Wade dies messily, Rose is forced to live with her father, and… I’m sure you can guess how she reacts to this. Hound, is WAY MORE messed up than she is, okay, and has no right to decide her life for her, thank you.
She retaliates by siccing the Bats on him.
So now the not!Teen Titans are trying to protect Rose from Ra’s (with a lot of unwanted help from Dick’s Titans – Donna Troy is not welcomed with open arms). Jason is trying to stop Tim from running away from his super-secret, super-protected, Gotham hide-out, as well as supervising visits from his friends, and trying to be subtle about recruiting them away from the dark side. Bruce is trying to broker a deal with Ra’s, up to, and including, just buying the kid off him.
Cassie doesn’t trust anyone, Leo just wants to be a good friend, Bart has no clue what’s going on, and Rose is mostly un-repentant. Hound deserves it. And if she’s trying to convince her dad to take out a hit on Ra’s, that’s just because she’s tired of everyone fearing for her life and giving her lectures.
